The detectives moved fast. With a quiet nod to Bill and Archie, they stepped out from behind the boiler. “Police! Hands in the air!” Agent Carter shouted. Harrow froze mid-motion. One of the men beside him tried to run, but Miller was faster. “Don’t move,” Carter warned. “You’re caught. All of you.”
