Boat horns
Everything made sense. The open containers pouring out yellow balls were indeed dropped in the ocean on purpose. And they did exactly what they were designed to do. They alarmed authorities like themselves on shore to the problem out here at sea. And with that camera footage inside the balls, they could incriminate the oil company for their wrongdoings. But then boat horns sounded from outside the ship.
