A group of men in dark suits was led inside, hands cuffed, their eyes downcast. Thomas realized these were the real planners. The officer continued, explaining that these executives formed the board of a powerful development company. They had orchestrated everything from the shadows, using hidden labor and illegal construction to further their profit-hungry plans without caring about the forest or the laws protecting it.
