They had secretly already built a sewage system underground, using off-the-record laborers so no paper trail would exist. Deep inside those tunnels, they installed a tremor machine capable of creating small quakes powerful enough to eventually collapse the forest above. The staircase Thomas had found was actually the first basement entry of the flats, boldly built ahead of schedule once they felt no one would discover them.
