By noon, Rockwell Bay bustled with activity. A full recovery team gathered: divers in black wetsuits, a mobile crane boat, and even a marine science advisor from the state university. Harper had been appointed leader of the operation, with Pete standing at his side and a young cadet named Felix joining for training. None of them knew what they were truly dealing with, but the sense of anticipation was electric.
