Artificial reefs have long been an effective solution to regenerate dying or struggling marine ecosystems, Jane discovered. Old subway cars, retired ships, and derelict oil rigs have been used successfully to bolster marine habitats, providing a surface upon which coral can grow and a safe shelter for marine life. The offloaded tires followed the same principle. They were neither discarded recklessly nor sacrificed carelessly, but instead deliberately and strategically placed to support and augment regional sea life.
